RESOLUTION ENDORSING AND RATIFYING IMPROVED RELOCATION PROJECT FOR THE PUBLIC WORKS COMPLEX (KIP06)

            WHEREAS, due to their destruction and damage by Hurricane Katrina, the City of Biloxi has lost the use of the Fleck Wire Building (PW 4561 / K4561), the Quonset Hut (PW 8926 / K8926), the Old City Barn (PW 9008 / K9008), and the Lighthouse Fishing Dock Port Maintenance Building (PW 10717 /  KP714), all public buildings which served municipal purposes; and,

            WHEREAS, in order to restore municipal functions that were served by those structures, it is in the best interest of the City of Biloxi to combine, merge, and relocate their functionality into the proposed Public Works Complex; and,

            WHEREAS, schematic plans for said project have been prepared by Eley Guild Hardy, Architects, have been presented to the City Council (a copy of which is attached hereto as an Exhibit), and are hereby approved; and,

            WHEREAS, in order to obtain funding for the Public Works Complex project from the Federal Emergency Management Agency (FEMA) a formal “Improved Project Request” letter is being submitted to FEMA on behalf of the City by Eley Guild Hardy, Architects, (a copy of which is attached as an Exhibit hereto); and,

            WHEREAS, in furtherance of the City’s attempt to obtain funding for the Public Works Complex project from FEMA, a formal “Project Relocation Letter” is being submitted to FEMA by the City of Biloxi, (a copy of which is attached as an Exhibit hereto); and,

            WHEREAS, it is in the best interest of the citizens of the City of Biloxi that the Public Works Complex project be funded, begun, and completed as expeditiously as possible.

            NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BILOXI, MISSISSIPPI, AS FOLLOWS:

            SECTION ONE.  The schematic plans for the Public Works Complex project as set out in the attached plans of Eley Guild Hardy, Architects, are hereby approved and ratified.

            SECTION TWO.  The merging and relocating to the Public Works Complex of the municipal functions served by the Fleck Wire Building (PW 4561 / K4561), the Quonset Hut (PW 8926 / K8926), the Old City Barn (PW 9008 / K9008), and the Lighthouse Fishing Dock Port Maintenance Building (PW 10717 /  KP714),  are hereby approved and ratified.

            SECTION THREE.  The Mayor is hereby authorized and directed to submit to FEMA the “Improved Project Request” letter, prepared by Eley Guild Hardy, Architects, and the “Relocation” request letter prepared by the City of Biloxi, copies of which are attached as exhibits hereto.

            SECTION FOUR.  The Federal Emergency Management Agency is hereby requested to fund this improved and relocated project request as expeditiously as possible so municipal services rendered to the public from the destroyed buildings may be restored without further delay.
