RESOLUTION ENDORSING AND RATIFYING USE OF ALTERNATE PROJECT FUNDING FROM K8724 PUBLIC WORKS BUILDING AND K8725 PUBLIC WORKS GARAGE

FOR THE PUBLIC WORKS COMPLEX (KIP06)

 

            WHEREAS, due to the damage caused by Hurricane Katrina, the City of Biloxi sustained damages to the Public Works Building (PW 8724), and the Public Works Garage (PW 8725); and

            WHEREAS, the City of Biloxi has received the allocated insurance funding for both of these public facilities and the statement of value for each is much more than the estimated cost of damages, as illustrated by the attached spreadsheet as an Exhibit; and,

            WHEREAS, the Public Works Building, constructed with joisted masonry, and the Public Works Garage, constructed as a metal framed building, are both located at 780 Esters, and were both built in 1972.  These facilities, while in usable condition, are run down; they are over 30 years old, and are not built to modern building practices, safety standards, or ADA compliancy.  To bring these facilities into full compliance of the building codes and ordinances, and to fully repair all the myriad miscellaneous repairs that are sorely needed, would not be cost-effective to do.

            WHEREAS, the City of Biloxi has determined that repairing the Public Works Building and the Public Work Garage is not the best use of public funding; and,

            WHEREAS, the City of Biloxi has determined that it is in the best interest of the citizens to declare the Public Work Building and the Public Works Garage as Alternate Projects and use the insurance allocation public funding to aid in funding the new Public Works Complex Improved/ Relocated Project (KIP06); and

            WHEREAS, the City of Biloxi will complete such work as set out in the attached “Request for Alternate Project,” to be submitted to the Executive Director of MEMA and the Governor’s Authorized Representative, Thomas “Mike” Womack, requesting alternate project funding for these facilities be applied to the Public Works Complex Improved/Relocated Project; and,

 

            WHEREAS, schematic plans for said alternate project been prepared by the City’s architect Eley Guild Hardy, a copy of which is attached hereto as an Exhibit, and are hereby approved; and,

            WHEREAS, in order to obtain alternate project funding for Public Works Building (8724) and the  Public Works Garage (8725) from the Federal Emergency Management Agency (FEMA) a formal “Request for Alternate Projects” letter is being submitted to FEMA by the City of Biloxi (a copy of which is attached as an Exhibit hereto); and,

            WHEREAS, it is in the best interest of the citizens of the City of Biloxi to utilize said alternate funding to assist in the new Public Works Complex, and that said alternate projects be funded, begun, and completed as expeditiously as possible.

            NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BILOXI, MISSISSIPPI, AS FOLLOWS:

            SECTION ONE.  The alternate project funding requests as set out in the above paragraphs and detailed in the Alternate Project Request letters and schematics, are hereby approved and ratified.

            SECTION TWO.  The Mayor is hereby authorized and directed to submit to FEMA the “Alternate Project Request” letter and backup documentation, copies of which are attached as exhibits hereto.

            SECTION THREE.  The Federal Emergency Management Agency is hereby requested to fund this alternate project request as expeditiously as possible in order to ensure that such approval is granted by FEMA before the approval deadline of December 31, 2010.
