Background on directors, responsibilities

Here is background information on the city’s department directors being recommended by Mayor A.J. Holloway for reappointment. The reappointments were tabled at last week’s council meeting, and council members are expected to vote on the issue this afternoon.

Director of Administration: David Staehling, approved as Director of Administration in 2004, after serving 12 years as Community Development Director; has worked in Biloxi city government for total of 16 years, dating back to 1982. As Director of Administration, oversees department of 57 employees, which includes Port Division, and annual budget of $3.35 million. Also responsible for oversight of city’s overall annual budget of more than $600 million.

Director of Community Development: Jerry Creel, approved as director in 2005, after serving two years as executive planner. Has more than 20 years experience in municipal construction, planning and development. Oversees department of 27 employees and annual budget of $3.2 million.

Director of Fire: David Roberts, 34-year veteran of Biloxi Fire Department; 27 years in management of department, including 10 years as director. Oversees department of 186 employees and annual budget of $14 million.


Director of Parks and Recreation:
Nathan Sullivan, initially approved as director in 1995; previously served five months as acting director. Oversees department of 185 employees, which includes 110 seasonal staff, and annual budget of $6.64 million, and $7.1 million in major projects.


Director of Public Works:
Richard Sullivan, approved as director in 2002; has total of 28 years in municipal experience, including 11 years managing city water department under ECO Resources. As Public Works director, oversees department of 144 employees and annual department budget of $13.8 million and major projects budget of more than $40 million.

Etc.: The mayor is expected to make a recommendation for the director of the Police Department after receiving a report from a steering committee of law enforcement veterans and community leaders.
